YouTube counts a public view from the first frame, in every format
YouTube has aligned public view counting across Shorts, long form, podcasts and live, while payouts stay tied to engaged views and watch hours.

YouTube has changed how it counts public views across the platform. In a post on its Community support forum, the company said that beginning 8/24/2026 a view is counted the moment a video begins to play — from the very first frame — and that the standard applies globally to all formats. A follow-up note on the same thread states the new methodology has been rolled out for Shorts, long form, podcasts and live.
The previous metric has not disappeared: it remains as Engaged views in YouTube Analytics under Advanced Mode, showing how many viewers chose to keep watching.
YouTube says the change does not affect creator earnings or YouTube Partner Program eligibility, both of which continue to be based on Engaged Shorts views and Engaged Watch Hours. The company frames the update as an answer to creators asking it to end the confusion of parallel counting systems.
For labels and distributors, the practical effect is that public view numbers and revenue-relevant numbers now sit in different places and should be reported separately.
